The Undisclosed Government Agency is a top-secret, covert paramilitary organization that is apparently sponsored and run by the United States government. Shaped in its earliest stages by Fooker's father and "Amadeus", its known activities include "super-spy" James Bond style enforcement of international law and anti-terrorism measures. The UGA has been called upon to perform true military tasks, however, such as participating in covert operations during the U.S. invasion of Iraq in 2003.

UGA agents are denoted internally primarily by number. While no official information has been given on how these numbers are assigned, a couple of facts can be surmised. First, the number appears to denote rank; the lower the number, the higher the rank of the agent. Agent #12 would be a superior to Agent #18, who would be superior to Agent #7560. Secondly, agent numbers all seem to be divisible by six. No reason has been given to explain this phenomena.
