First Appearance: Relativity (Part One) (January 26, 2003)

Growing up as Fooker's little brother must certainly be a bizarre experience. Just ask Justin Barker. Exceptionally intelligent and physically strong, Justin grew up as the exact opposite of his goofy big brother. Originally tapped by their father and "Amadeus" to become a member of the U.G.A., his chances were ruined when the organization accidentally kidnapped and tested Fooker instead. Although drunk, Fooker managed to ace every test, ensuring his place as an agent and dashing Justin's chances. Bitter over this and the break-up of their family, Justin had no contact with his brother for years, until he ran into his friends. Justin has recently assumed the mantle of James Baud, taking his brother's place as he retired to return home to his friends.
